Introduction

Southern California Gas Company (“SoCalGas”) administers a comprehensive Energy Efficiency (“EE”) program portfolio directed at a large, diverse customer base spread over a vast 24,000 square mile service territory throughout Central and Southern California. SoCalGas utilizes third-party EE program implementers to serve its residential and non residential customers throughout SoCalGas’ service territory.

SoCalGas is issuing the following Large Commercial Program Request for Proposal (“RFP”). This RFP is open to qualified Bidders to propose a natural gas-focused, resource acquisition Program for large commercial customers of 50k therms/yr and above in SoCal Gas’ service territory. Market segments that will be serviced include, but are not limited to office, retail, healthcare, lodging, food service, laundry & drycleaning, gymnasiums, family entertainment centers, and all other commercial segments.

Interested bidders may submit abstracts that address all, or at the bidder’s discretion a subset of large commercial customers throughout SoCalGas’ service territory. Bidders should assume no prior projects from a previous program administrator.

 

In addition, Bidders may propose optional programs that include technology solutions that save water and/or electricity. Proposals must clearly distinguish between gas, electric and water elements (unless a single technology covers gas and another resource) so that SoCalGas can evaluate based on the gas-centric components. Bidders should be prepared to interact and actively coordinate with other EE programs in SoCalGas (SCG) and other Program Administrators' program portfolios to leverage possible synergies and avoid significant program overlaps.

 

Purpose and Objectives

The purpose of this solicitation is to invite the energy efficiency industry to collaborate with SoCalGas to offer are source-based, innovative, and comprehensive energy efficiency program(s) for the Large Commercial customers throughout SoCalGas’ service territory.

SoCalGas will send invitations in advance of the RFP release. 

Invitations will come from the Ariba Sourcing Platform to the

email address provided in the contact form.

You will need to create a username and password to participate in this event by following this link https://service.ariba.com and choosing the Supplier option.

Once the RFP has launched, SoCalGas will handle all communications through the Ariba sourcing platform.

Optional Bidder’s Conference

Dear Bidders,

SoCalGas is offering an optional RFP Bidder’s Web Conference to provide an explanation of the RFP process, provide an overview of the RFP Package and answer questions bidders may have.

Bidder’s attendance is optional, but it is highly recommended. Bidders are advised to ensure the Conference is attended by appropriate staff members in their organizations. 

What are the date and time for the Conference?

The Conference is scheduled for May 21, 2025, starting promptly at 9:00 AM PT. The conference is scheduled to end by 10:30 AM PT. If Bidders have any questions prior to the Bidder’s Conference, please use the Messaging Tool in Ariba.

 

How to join the Bidder’s Conference via Web

The Bidder’s conference is online only. It will be conducted through Microsoft Teams Live event.
