Contract Opportunity Description:

PG&E, acting on behalf of the funding IOUs[2], is issuing the statewide (SW) all-electric, non-residentialheating, ventilation, and air conditioning (HVAC) program Request for Proposals(RFP).

The RFP’s primary objective is to contract a SW all-electric non-residential HVAC programthat aims to influence and increase installer-driven demand and align withMarket Support segment subobjectives outlined in D.23-06-055. The program mustbe delivered statewide across all IOU territories uniformly. The proposedprogram must have innovative approaches to accelerate all-electric HVACtechnology market adoption in the non-residential sector prioritizing thesmall/midsize buildings.

By focusing on installer engagement and non-residentialmarket development, the Market Support-aligned HVAC strategy aims to accelerateheat pump adoption in a way that is scalable, equitable, and aligned with California’sbroader decarbonization objectives including the state’s ambitious goal toinstall six million heat pumps by 2030.

ESA Main Impact and Process Evaluation Request for Proposal – Open to All Potential Bidders

Introduction

Southern California Gas Company (SoCalGas) administers a comprehensive Energy Efficiency(EE) program portfolio directed at a large, diverse customer base spread over a vast 24,000 square mile service territory throughout Central and Southern California.  

The ESA Main program is a ratepayer-funded program administered by the IOU's to income-qualified customers. ESA Main uses a direct-install approach to provide a variety of “measures” including home weatherization, energy-efficient appliances, and energy education services at no cost to qualified customers. ESA Main is intended to provide California’s low-income population with an energy resource that assists customers in lowering energy costs, reduce the financial burden of energy bills, and improve quality of life in terms of issues related to physical health, comfort, and safety (HCS). Each IOU is mandated to provide the ESA Main program to their customers. SoCalGas encourages new entrants and smaller firms, including Diverse and Small Business Enterprises, to participate in these third-party solicitations as potential prime contractors or subcontractors. 

SoCalGas will carry out the solicitation as follows:

·      Request for Proposal (RFP): Respondents prepare a detailed technical proposal. SoCalGas will evaluate all proposals according to the RFP requirements to determine which will advance to contract negotiations.

·      Optional Bidder Interview: An opportunity for the bidder to answer clarifying questions on their submitted proposal, as needed.

Purpose and Objectives

The RFP welcomes qualified Bidders to submit a proposal to conduct an impact and process evaluation of the ESA Main Program.
