SDG&E intends to release the SDG&E Energy Savings Assistance (ESA) Program Request for Qualifications and Quotation (RFQQ) in mid-July 2019, and will host a Bidder’s Conference Webinar shortly thereafter.  The following provides an overview of the ESA program and the RFQQ.

 

SDG&E offers the Energy Savings Assistance (ESA) program to Low Income customers.  This statewide program offers five categories of services designed to improve the energy efficiency of residences owned or occupied by customers who meet income requirements as defined by the CPUC.  These services are currently being delivered by a variety of contractors whose contract agreements expire at the end of 2019. 

 

Given that the statewide effort to refresh the ESA program is likely to continue through 2020, SDG&E wishes to refresh its existing ESA program. This solicitation will serve the following purposes:

  • Deliver improved service to ESA customers;

  • Provide ratepayers with the best pricing available;

  • Offer new contractors the opportunity to provide services to SDG&E’s ESA program; and

  • Allow existing contractors, that are successful in being awarded a contract, the opportunity to update their pricing based on program and market factors.

This solicitation is NOT an opportunity for SDG&E, nor Bidders, to propose changes to the existing program design, such changes are being considered in the current statewide ESA proceeding.Thus, this solicitation is a Request for Qualifications and Quotation (RFQQ) rather than a Request for Proposal (RFP).  While the scope of work (SOW) for the requested services is not subject to change, Bidders are allowed to select which scope elements they wish to provide. 

SDG&E will review Bidder RFQQ responses and select the most qualified Bidders with the lowest or reasonable prices for contract negotiations. SDG&E intends to finalize contracts with vendors by the end of 2019 so that they may initiate ESA program service delivery on January 1, 2020.

 

SDG&E will manage this event through PowerAdvocate’s sourcing platform. Interested bidders should register now to access all future communications and the RFQQ upon its release.

  1. Click Login.  The login page appears; you may wish to bookmark it for quick access.  If you do not have an account, click the Registration link at the top of the page and complete the “Registration: Security Check”, and “Registration: Invitation Information”/”User Information” and go to 5. Request access using Referral Information
  2. Enter your account User Name and Password (both are case-sensitive).  If you have an account but do not remember your user information, click Forgot User Name or Forgot Password and they will be emailed to you.
  3. Click Login.  Your “Home” product’s Dashboard appears – Contract Intelligence (Contracts tab), Sourcing Intelligence (Events Tab) or Supplier Intelligence (Portals tab).

 

 

 

You will be able to apply to the event through the “Opportunities” portal by doing the following: select “Opportunities”, search for the SDG&E event, click the key to request access to the event.
