3rd Round SoCalGas Innovative Design for Energy Efficiency Applications (IDEEA 365) Request for Proposal –Open to All Potential Bidders

Introduction

Southern California Gas Company (SoCalGas) administers a comprehensive Energy Efficiency (EE) program portfolio directed at a large, diverse customer base spread over a vast 24,000 square mile service territory throughout Central and Southern California.  SoCalGas utilizes third-party EE program implementers to serve its residential and non residential customers throughout its service territory.

The Innovative Design for Energy Efficiency Applications (IDEEA 365 or IDEEA) solicitation allows third parties to propose, design, implement, and deliver new and innovative energy efficiency (EE) programs to help SoCalGas achieve its EE portfolio goals.

SoCalGas encourages new entrants and smaller firms, including Diverse and Small Business Enterprises ,to participate in these third-party solicitations as potential prime contractors or subcontractors. 

The IDEEA 365 solicitation approach provides the bidder community with an ongoing opportunity to test new EE program concepts and market-ready and underutilized technologies to advance customer adoption of EE.  The continuous nature of this approach creates a collaboration between the industry and SoCalGas. Implementers who ultimately deliver successful IDEEA 365 programs may be allowed to expand their scope and funding in the future based on program performance and SoCalGas’ EE portfolio needs.

The IDEEA 365 is a recurring competitive procurement process open to all interested parties.  SoCalGas may award multiple contracts in this solicitation.  SoCalGas will carry out the solicitation as follows:

·        Request for Proposal (RFP): Respondents prepare a detailed technical program proposal. SoCalGas will evaluate all proposals according to the RFP requirements to determine which will advance to contract negotiations.

·        Optional Bidder Interview: An opportunity for the bidder to answer clarifying questions on their submitted proposal, as needed.

 

Purpose and Objectives

The RFP welcomes qualified Bidders to submit innovative ideas that test new approaches in EE program delivery and/or that advance market-ready, underutilized EE technologies to increase customer adoption of energy efficiency technologies and/or practices.  SoCalGas looks to introduce innovative program ideas by drawing from the third-party bidders’ skill, experience, and creativity while avoiding significant overlap with current EE program offerings.[1] The proposed EE program concepts may include serving specific SoCalGas customer groups.

This RFP seeks innovative approaches to reducing perceived program operational and market barriers, ultimately resulting in SoCalGas customers saving energy. Selected programs will test new ways to increase customer adoption of EE, which will assist SoCalGas in achieving EE portfolio and sector-level metrics.[2]

The IDEEA 365 solicitation encourages the exploration of all relevant delivery channels and/or market-ready new technologies to produce an EE program directed at SoCalGas customers. Proposals may include the flexibility to target specific customers based on criteria such as, but not limited to, specific climate zones, income levels ,hard-to-reach[3]status, and customers located in disadvantaged communities.[4]

Ariba Sourcing Platform

SoCalGas will manage this event through the SAP Ariba sourcing platform.  Interested bidders must register, complete ,and submit the contact form in the link or by scanning QR code (found in the attached file) by 5:00 PM(PST) no later than the end of the day on January 15. 2025


SoCalGas will send invitations in advance to the sourcing event starting on November 14,2024.  Invitations will come from the Ariba sourcing platform to the email address provided in the contact form.

Upon receipt of your invitation, you must create a username and password to participate in this event by following this link https://service.ariba.comand choosing the Supplier option.

Once the event has launched, SoCalGas will handle all communications through the Ariba sourcing platform.
